The fusion process uses information inductively. Conclusions (solutions) are drawn from assumed premises (answers to critical questions);
the need to source the information derives from its degree of substitutability into different solutions. Exploiting employee knowledge to shift
the solution effort from data analysis to reasoning saves large amounts of time; only a very small portion of a deductive set of information needs to be refered to for a solution to be deemed cogent.
A research budget for each information element can be calculated by measuring the dollar change in the infosphere with and without the element.
